Yes, you can technically find Squirtle in Pokemon Sword and Shield by linking your Nintendo account with Pokemon Sword and Shield to Pokemon Home on a mobile device. Here are the steps that you have to take:

Download Pokemon HOME on your Switch and start it up

Boot up your Pokemon Sword and Shield boxes if you want to give it a test

Download Pokemon Home on your mobile device (iOS or Android)

When prompted on the mobile app, link your Nintendo account

You’ll be prompted to pick between Bulbasaur, Charmander, or Squirtle (pick Squirtle!)

Log back into Pokemon Home on your Switch and boot up your Galar boxes

You should see your chosen Squirtle in the main Home box and ready to be transferred to Sword and Shield
