Zenless Zone Zero Tier List – Best Characters Ranked
The characters on this tier list are rated and measured by their abilities, stats, and overall benefits. We won’t be specifically counting any synergies between characters but instead rating how beneficial these characters are across the board in most standard scenarios.
The ratings for this list are as follows. S Tier characters are the greatest and strongest characters in the game, while D Tier characters are the worst and weakest in Zenless Zone Zero. The higher the rating, the better the character in their field and across most scenarios. This list was made possible using Zenless Zone Zero patch version 1.1, Undercover R&B.

S Tier Agents
- Jane Doe – As a physical anomaly agent, Jane can deal an insane amount of assault damage to enemies, thanks to her mobile ability kit, which allows her to attack rapidly. Jane can be paired with other assault characters to amplify her damage output against multiple enemies, making the character a strong agent on the battlefield.
- Qinyi – Stuns are what Qinyi does best. Qinyi’s attacks allow her to apply daze on enemies and stun them, which is incredibly useful in the heat of battle. Not only does her capabilities make Qinyi a formidable force alone, but her skills are varied enough to pair alongside any other character and still feel powerful.
- Ellen – Ellen has always been one of the strongest characters in Zenless Zone Zero. Her ability to unleash pure havoc and damage multiple enemies quickly puts her at the top as one of the best DPS agents in the game. She does incredible damage overall, has significant damage buffs, and carries a mobile fighting style that pairs well with other Ice characters.
- Lycaon – Like Qinyi, Lycaon also excels at stuns. He can deal a lot of daze damage against enemies and even reduce ice resistance to make enemies more susceptible to that specific attribute. This effect makes Lycaon perfect with other ice characters like Ellen.
- Zhu Yuan – Zhu Yuan works the same way as Ellen, where most of the damage she deals with comes from her normal attacks. Zhu Yuan has multiple damage buffs that allow her to consistently damage enemies.
A Tier Agents
- Soukaku – Soukaku is one of the better supports out there besides Seth. She essentially amplifies the team’s attack damage and ice damage, which works well with characters like Lycaon and Ellen. While she’s great on pretty much any team, Soukaku is an incredible addition to ice teams.
- Grace – Grace is an anomaly character who deals shock damage. She works excellently in anomaly teams and benefits from agents like Rina and Anby, who can proc the disorder effect on enemies, amplifying her damage output as a sub DPS.
- Koleda – Like Qinyi, stuns are what Koleda is known for. She can stun enemies pretty well and amplify the team’s damage against the enemy she stuns. She’s a versatile character that works in pretty much any team composition.
- Seth – Seth is another great support who can shield allies from incoming danger and generally defend the team from explosive attacks. He provides an anomaly proficiency buff that works well with anomaly teams.
- Rina – Rina’s greatest talking point as a support is her ability to provide a PEN ratio buff, which essentially amplifies the team’s ability to ignore the enemy’s defense stats when attacking. This buff works terrifically in any situation, but she benefits the most by being placed on shock team builds with characters like Anby and Grace.
B Tier Agents
- Nicole – Nicole is an easy-to-use support who excels at crowd control and applying a defense reduction debuff on enemies. She’s an all-around okay support who’s perfect for any of the beginning-to-mid phases of Zenless Zone Zero but fails to compete with some of the better options on this list in the end-game stages.
- Lucy – In terms of functionality, Lucy proves to be a greater support than Nicole or even Rina in some cases if the specific team composition requires someone who can deal off-field damage for their main DPS. Not only that, though, but Lucy can also buff the team’s attack damage, which can be helpful too.
- Anby – Anby is a decent stun character who works great across all levels of gameplay. Her daze attacks and stuns can assist with most electric team builds, but generally, she’s just okay. Like Nicole, Anby offers a lot of use early into the game.
- Piper – Piper’s biggest weakness is that she requires time to build stacks for her ability, which powers up her anomaly buildup and team attack damage buff. Compared to some of the other characters here who can do sort of the same thing, she lacks the potential to be truly amazing. But in a pinch, she’s still worth having on a team if you need to fill a spot.
- Nekomata – Nekomata excels at dealing damage to multiple enemies at a time. She’s incredibly mobile and does decent damage to groups of enemies, but lacks the explosive power to deliver constant devastating attacks. Nekomata works wonders with Jane Doe, though.
- Soldier 11 – Soldier 11 is an okay fire attack character who does decent damage when timing attacks correctly. But that’s all she brings to the table, unfortunately.
C Tier Agents
- Anton – Anton is another mediocre attack character who deals decent damage when timing specific attacks right. But beyond that, Anton doesn’t really offer anything worth getting excited over. It’s also worth mentioning that he requires other electric characters to be of significant use.
- Ben – Ben is another defensive shield support similar to Seth, but his abilities and attacks aren’t as powerful or exciting. Generally, Ben would only be helpful in situations where you need a shield to get through a stage.
- Corin – Corin can deal a decent amount of damage to single targets, but that’s pretty much it. She doesn’t have anything else that can contribute to the benefit of a team.
D Tier Agents
- Billy – As cool as Billy is, the character just doesn’t have any perks. Yes, Billy can do decent damage when built correctly, but it always requires him to attack one enemy at a time while sitting down on the floor. He’s not mobile, he doesn’t have any other benefits, and he just fails to compete against every other agent in Zenless Zone Zero.
