You’ll have to raise Wingull’s level to 25 before it evolves into Pelipper. Fortunately, you’re not required to walk around or equip any specific items. Instead, you just have to gain enough experience points to get Wingull to level 25 before the evolution initiates. Below are a few ways you can do this:

  • Fight against other Pokemon in regular battles.
  • Auto-battle by pressing R to send out the Pokemon in your first party slot. If you want to fight high-level enemies, swap your Wingull with a stronger Pokemon!
  • Battle Trainers in the Overworld or other strong enemies such as Gym Leaders and Team Star bosses.
  • Use EXP Candies on Wingull for quick and instant experience boosts. (Bag > Other Items > EXP Candies)

Once your Wingull reaches level 25, your Rotom Phone will appear on the screen, followed by the evolution message and animation. From here, you Wingull will turn into Pelipper!

Where to Find Pelipper in Pokemon Scarlet and Violet

If you want to find Pelipper in the wild instead, you’ll have to travel to the northern parts of Paldea during the day. More specifically, you can encounter Pelipper along West Province’s Area Two’s coastline, north of Socarrat Trail and along North Province’s Area Three’s beach. You may also find Pelipper along the northern edge of North Province’s Area One.

While venturing into these regions is challenging if you have a low-level party, it’s an alternative method to getting the Pokemon without consuming a bunch of EXP candies or farming auto battles.
