Whether it’s for a birthday or an anniversary event, Party Hat Pokemon are always bound to reappear in Pokemon GO. Before you start tossing all your Poke Balls at them, let’s discuss whether they can be shiny and how they can evolve.

Yes, the standard Party Hat Pokemon can be shiny when you encounter them in the wild. Like most other wild spawns in the game, though, the odds are fairly low. Wild spawns typically have a 1 in 400 chance of appearing as shiny without any event bonuses to help with luck. So if you happen to find one of the rare event spawns, I certainly recommend doing what you can to catch it and then hang on to it in your inventory.

It’s also important to note that there are tons of Pokemon with hats for events, and they don’t always have a shiny form. The Pokemon in question need to have a base shiny form first and the event needs to specify that a rare spawn is possible. Pokemon GO has always introduced shiny forms after an initial release, which makes catching them more time-based. For the Party Hat Pokemon, there are typically only classics that you can catch, like the Kanto starters.

During some of the most recent events for the Party Hats, the Pokemon in question have also been allowed to evolve. Just like the shiny forms, not all event spawns can evolve like standard catches. However, a Party Hat Charmander can turn into everyone’s favorite Charizard if you have enough candy to do so. The evolution should retain the hat, and now you have a rare version to show off to other trainers.

With enough luck on your stats, you might even be able to use the Party Hat Charizard to battle Giovanni.
