The Nintendo Webpage’s pre-order is not live, but the product page is. You’ll be able to pre-order the console here when it goes live.

GameStop

According to the Twitter account Wario64, it’s rumored that Gamestop’s pre-order page will go live at 1 pm PST today.

Best Buy

It is currently up at Best Buy at the time of writing this. You can get it here.

Target

You can pre-order the Tears of the Kingdom OLEd Switch Model right now at Target. It is $359.99.

Amazon

You can now pre-order the Tears of the Kingdom console at Amazon. The link is here and 2-day shipping is also available.
