Mostly, you will find them near Skeletons. They either guard them or carry them around. You can get them after defeating Stronghold Gunpowder Skeletons. The ones that carry the barrels should be shot in the back. This ensures that the barrel does not blow up and allows you to pick it up. Of course, mind the range between you and the enemy since things get nasty if you are too close.
