Like Cowboy Hat Snorlax, Mow Form Rotom was only available during the in-person Pokémon GO Fest (2022). But what elevates Rotom to this coveted position is that those attending had to purchase and complete a Special Research quest, which ended with Mow Form Rotom as the reward.
In contrast, Cowboy Hat Snorlax could be found as a Wild Encounter during the event, which means that most people were able to grab it. So, if you happen to have Mow Form Rotom, be proud. You have the rarest Pokemon in the game.
