There are many Pokemon that fall into this exclusive category. Pokemon that were given out as part of movie promos fall into this category, like all the Clone Pokemon (Venusaur, Charizard, Blastoise, Pikachu), and the mythical Pokemon Zarude fall into this category.

Pokemon with certain clothing accessories are also extremely rare. Consider Cowboy Hat Snorlax, who was only available during the in-person Pokémon GO Fest (2022), which took place in Berlin, Seattle, and Sapporo. Too bad for anyone who happened to live in any other country or continent!

In contrast, Cowboy Hat Snorlax could be found as a Wild Encounter during the event, which means that most people were able to grab it. So, if you happen to have Mow Form Rotom, be proud. You have the rarest Pokemon in the game.
