In order to unlock Silver Sliver and Party Pooper in Vampire Survivors: Tides of the Foscari DLC, you should pick up the Gemini Arcana and have Party Popper and/or – in the weapon inventory (no need to have them in the same time, you can discover (unlock) them separately).
