As the names suggests, you will need to seek out and defeat blue dragons to have a chance at receiving scaly blue dragonhide as a tertiary drop. Luckily, there are a few different varieties of dragons that you can seek out and defeat.

As scaly blue dragonhide exists in the tertiary drop pool, you have a chance to receive it as a potential drop regardless of the main drop that you receive. This is nice! As always, the harder the opponent, the more likely you are to receive the loot upon killing it.
