The Highwayman is a side quest that is not available in your journal for you to track. You first need to trigger the side quest. For that, head to the southern part of Rancho Coronado. Here, you will have to find a garage on the marked location on the map.

Once you reach there, look for a garage with graffiti of a horse on the left. As you open the garage, you will see the motorcycle inside.

Interact with the computer inside the garage and head to the Messages tab. Read the message to trigger the side quest. You will then have to find James to ask about what happened to Josie.

To find James, head to the west of Japantown near the bridge. You will find him sitting on a bench. James will tell you that something bad happened to Josie, and she was last seen at The Glen in Heywood.

Head to the marked location in The Glen. You will spot blood spilled on the ground in front of the station. Follow the blood stains to the small alleyway. There will be a dumpster in the alleyway, and next to the dumpster, you will find Josie’s body with a note.

Go back to James in west Japantown and tell him about what happened. You will get two dialogue options whether to call him out or to tell him that he had a choice. Calling him out will result in a mini-boss fight.

After confronting James, fast travel to Northside, Watson to find the hidden garage. From the fast travel point, go straight down the road and turn right to find the garage. You will see the same horse graffiti beside the garage door as you did beside the garage in Rancho Coronado.

The door to the garage will be locked with a keypad lock. Interact with the lock and enter the number 0214, which you saw next to James on the bench. After unlocking the garage door, the Arch Nazare “Itsumade” vehicle will get added to your garage, concluding The Highwayman side quest.
