If you want to find a shiny Shellder, you’ll need to find a lot of them. You can use incense and Lure Module at Poke Stops to increase the amount of wild Pokemon that spawn; however, there is no way to specifically hunt for Shellder.
You can always wait for a Spotlight Hour or another style of increased spawn rates for Shellder, but that’s going to take time and put the pressure on Niantic to decide Shellder is worthy.
