Players will need to make sure that their Resident Services has been upgraded to where it offers a building with an open plaza area in the latest entry of the fan-favorite Nintendo franchise. Once you have completed this upgrade, Kicks will begin appearing once a week in the plaza that you have created.

Unfortunately, there is no specific time that players can find Kicks in the plaza of their upgraded Resident Services building. All that you can do is check each day and hope to see this particular vendor when you need the kinds of goods he sells.
