Once you have officially arrived on the island, this facility will be open for you to use 24 hours a day every single day. You can then use the facility to invite other players to your island through online or local options. However, this is not the only way that you can utilize the multiplayer system, as it allows you to also travel to the island of fellow players to see what they have going on. Up to a total of eight players, including you, can be on one island at a time. 

There is also a postal service feature located at this facility that you can use to send messages to other residents.
