Few Social Links in the game can be done at night, but the Tower Social Link is one of them. The Unusual Monk Mutatsu is always drinking alone at Club Escapade, but you might forge an unexpected bond with him if you get close enough.

Persona 3 Reload Tower Social Link Guide (P3R)
To start Tower Social Link, you must first reach Rank 4 in the Strength Social Link, then speak with Yuko once (no need to spend time with her) so she can tell you about Mutatsu. Visit Club Escapade at night, and you’ll find him upstairs. You need Courage Level 4 (Tough) to be able to speak with him.
He asks you to bring him a drink, so go back downstairs and ask it for the waiter. The waiter agrees to help if you collect the orders for everyone’s drinks in the club. Speak with them and note down their specific drinks, which are, in order:
Margarita
Blood Mary
Screwdriver
Oolong Tea
If you get the drinks right, the waiter will deliver Mutatsu his drink, letting you forge the Unusual Monk Social Link. Mutatsu will be in the club on Thursdays, Fridays, Saturdays, and Sundays. Always bring a Tower Arcana Persona, such as Eligor, to get as many points from his dialogue options as possible. And always go for the rude responses, as he’s somewhat pleased to see you standing up for yourself.
You don’t have to revere me, but at least show some proper respect.

Completing the Unusual Monk Social links allows you to finally fuse Chi You, the ultimate Tower Persona and one of the most powerful physical attackers in the game. You’ll need him for some of the best late-game fusions, so don’t neglect Mutatsu.
Fortunately, his Social Link doesn’t have a deadline and can be one of the last few things you complete in the game due to being held at nighttime, which is quite flexible. That can’t be said for other links, such as Hermit, unfortunately.
